We might add a preinst check for that to systemd-sysv if we can detect
it reliably. The user would then get a debconf prompt with an
explanation of the situation and how to fix it and would have to confirm
if he wants to continue with the installation. Otherwise preinst and the
installation would fail.

There are rough plans to do the same for missing devices in /etc/fstab
(which will cause the system to be dropped into a rescue shell) and the
usage of keyscript in /etc/crypttab.
