This only happens, if you have booted sysvinit then then use the
systemd-sysv tools.

So I guess what happened is, that you have booted your system with
sysvinit, then installed systemd (and systemd-sysv) and then tried to
switch the runlevel.
Is this correct?

Is this system still running? Or have you restarted it in the mean time?
