Need help debugging shutdown issues

I confirmed this in a slightly different way by running "systemctl
reboot" in an ssh session established from a different system.

If the system where systemctl is executed has a text console active, the
reboot works. If the system has X11 console active, the reboot hangs and
the system becomes unusable (I can't even switch to a text console).

Any suggestions?
