This fixes the issue, please report any collateral effects:

mkdir /etc/systemd/system/systemd-exit.service.d/
cat << END > /etc/systemd/system/systemd-exit.service.d/patch.conf
[Service]
WorkingDirectory=/
END
systemctl daemon-reload
