Are any of the system groups/accounts stored in LDAP i.e. not accessible
during early boot?

There are quite a few bug reports regarding D-Bus and LDAP, e.g. [1].
That you didn't hit this problem with an older systemd version might be
the result of a race condition, which you didn't hit with older versions.
