systemd's debian/rules runs:
intltoolize -f -c
autoreconf -f -i
as part of the build process.

With v222, a simple autoreconf works, a "intltoolize -f -c, autoreconf
-f -i" fails.

That should be sufficient if you want to reproduce the issue.

I think so too. Apparently the wrapper is too brittle when it's used in
combination with other build tools.
