Bug#776171: systemd fails to reboot with "Transaction is destructive"

Dear maintainer, dear users,

I had the same issue today. 
I could reboot by killing PID 1 (which was the one from systemd).
After that I could make a shutdown. 

My system is debian stable 8.2 with all updates running on a Asus
laptop.
