That is definitely not what the init script says[1]:

# Provides:          console-setup
# Required-Start:    $remote_fs
# Required-Stop:
# Should-Start:      console-screen kbd
# Default-Start:     S

The keyboard-setup script does, though[2]:

# X-Start-Before: checkroot
