[HEADS UP] dh_systemd_* will move to debhelper / removal of systemd2init

Hi Ondřej, hi everyone

during debconf, Niels approached me about getting dh_systemd_* moved
into debhelper proper. I think those helpers are stable enough by now
that it makes sense to do so.

This means, dh-systemd will be a mostly empty package. Only systemd2init
would remain.
My plan was, to make dh-systemd an empty, transitional package, which
pulls in a new enough version of debhelper. In buster we might even get
rid of it completely by adding a versioned Provides to debhelper.

I checked codesearch.d.n and couldn't find any usage of systemd2init
there. So far we also got only two bug reports from a single user [1][2]
just very recently. Which makes me believe that it's only very rarely
used. I therefor would like to remove systemd2init from
src:init-system-helpers which means it would need a new home.

Would you be ok with taking over systemd2init again?

Also CCing pkg-systemd-maintainers@ in case someone has any concerns
regarding this plan.
