What's the output of
ethtool <your_interface> if you boot with systemd? What if you boot with
sysvinit.

Could you create a script /lib/systemd/system-shutdown/ethtool containing:

#!/bin/sh
ethtool <your_interface>

Mark it as executable and the run systemctl halt

What's the output of the script?

Do you use systemd-networkd?
