Bug#873185: Review/Drop systemd-timesyncd.service.d/disable-with-time-daemon.conf

This file was added as a stop-gap solution for stretch, containing
ConditionFileIsExecutable=!/usr/sbin/ntpd
ConditionFileIsExecutable=!/usr/sbin/openntpd
ConditionFileIsExecutable=!/usr/sbin/chronyd
ConditionFileIsExecutable=!/usr/sbin/VBoxService

At least ntp now ships a native service file containing a
Conflicts=systemd-timesyncd.service
so the Condition is no longer necessary.

We should check the other implementations as well if they can be removed.
If not we should file bug reports to add a native service file
containing the appropriate Conflicts.
