I would suggest using a pbuilder or sbuild chroot to rebuild the
package. This is pretty close to what's used on the buildds.

Well, you can disable the tests if you want by using
DEB_BUILD_OPTIONS=nocheck dpkg-buildpackage ...

That said, it would obviously be better to run the test-suite and have
it pass.
