lxc 4 is blocked to migrate to testing,  because lxc 4 does not work well under
docker

According to 961584, Salsa CI uses Docker.
If change to pure cgroup2 of systemd breaks docker in Salsa CI
(I think it will), change to pure cgroup2 does not seem to be accepted.
