Its purpose is (or was, it is removed/split in two now) to mount the
virtual file systems needed before /etc/mtab is writable.  It is now
split in two, one mounting the toplevel virtual file systems
(mountkernfs), and another mounting the the file systems under /dev/
(mountdevsub).
