my manpage for 'halt' says:

/sbin/halt [-n] [-w] [-d] [-f] [-i] [-p]

There is no '-h' in there.

I am using
ii  initscripts           2.86.ds1-14

and installed these only a short while ago when I installed
linux-image-2.6.16-something. Before, with no initscripts and
linux-image-2.6.12 installed, powerdown on shutdown worked.

Anyway, checking the source confirms your claim about '-h', so I stand
corrected.

I looked before and found two other bugs which I didn't find
appropriate enough, but will take one of them in the future.

If you are interested, I wrote down the exact message on shutdown. If
you need something else for me to test, please say so (I'm not an
expert in this area).

I currently do apt-get update && apt-get -f dist-upgrade on said box
daily, mostly due to the X.org transition. I don't know how much more
current I can get.
