Right.  Then I suspect Network Manager take down the network before
the NFS mounts are umounted, and it is thus executed to early during
shutdown.  Moving this to that package.

If you used ifupdown and /etc/network/interfaces, the network would be
taken down by the script networking, executed after NFS mounts are
umounted.
