No, it doesn't seem to be related to that.
For one, this only happens to messages during the rc2 stage.
And second, this is rather random.

My guess is, that it's related to upstart starting tty 2-6 as early as possible
in rc2, in contrast to sysvinit, which starts it at the end of rc2

I don't use sysvinit, so I can't enable bootlogd.
