Well, the message says "package FOO removed *by* not purged" instead of
"package FOO is removed *but* not purged".

The current wording confuses even me :)

"script for package FOO disabled because the package was removed but not
purged",  "package FOO is removed but not purged, has inactive initscripts which were
ignored", etc.
