I'll have to confess that I'm not entirely certain this bug is with the
initscripts package either. Yet, looking at the situation, initscripts is
by far the most probable cause.

One bit more information, just in case the version wasn't enough of a
clue, this appeared between Etch and Lenny. This also wasn't a problem
when running with the Debian kernel build (I'm thinking something with
the initrd scripts takes care of the remount there).

Hrmm, one more setting that may be required to reproduce, this system
mounts / read-only.
