[Pkg-sysvinit-devel] Wrong comments?

I was reading the /etc/init.d/rc script and noticed, that some comments [1] [2] seem to be incorrect. They both say, that init scripts run in parallel, but the code flow suggests the opposite.
Is this a bug, which needs to be reported, or am I missing something?
