AFAIK, it was removed from Debian because it was unmaintained and out-of-date.

I can't speak for Debian as a whole but I think that simply "preparing
the package" is not enough. The package should be maintained. If you
want to look after it (keep in sync with upstream, fix bugs, satisfy
Debian policy requirements etc.) it would be OK for me to be a sponsor
and upload it to Debian.

For a start you might look at repository
svn://bamboo.nes.ru/debian/tcl/tdom/trunk
I've started to hack tdom but never had time to complete it. (It needs
some changes in a description, changelog, and currently it doesn't
comply to Debian Tcl/Tk policy).
