[Pkg-tcltk-devel] Update nspostgres for postgresql 9.1

Hi Frankie,

I'm currently packaging openacs 5.8 for sid, which requires a new
version of nspostgres to properly work with postgres >= 9.1 (please see
Gustaf's last modifications:

Could you please update the nspostgres package with these changes?
