It is RC if the debian/copyright is incorrect or incomplete.

Marcus, please repackage as soon as possible the orig.tar.gz, remove all
non-free and all uncertain components, and add the +dfsg tag.

You should also remove the pending tag from the bug, except if you have
finished already an upload which fixes the bug. The package shall not
enter testing unless the bug is fixed.
