Building from upstream CVS HEAD (was: [Pkg-torrus-general] Torrus debs)

I have obviously been unable to generate the .orig.tar.gz necessary
for the package build. I have checked out upstream CVS head and tried
running autoreconf on the checked out tree. This delivers the
following error messages:

I am obviously doing things wrong, or have been missing build
information. Where do I look? If I solve this issue, I will write a
page for the upstream wiki.
