NACK. Upstream CVS head doesn't have a configure script, and your
build-setup target only unpacks a release tarball which upstream
doesn't seem to publish at the moment.

btw, svn-buildpackage has options to automatically unpack upstream
sources when building, and the dpatch from experimental has a
dpatch-edit-patch script which can unpack upstream sources on the fly
as well.
