no, they are needed (at least module-init-tools, udev can be avioded if we
create all the correct default device nodes) _inside_ the guest
filesystem.

I installed using an http mirror. Is it possible you don't have ip
forwarding/[sd]nat correctly setup?
Execute a shell after the networking script and try to debug from there.
