Hi,

After a decade of inactivity, I thought I should bring a status update
to this bug. The behaviour experienced in the bug report is intended, and
the desired behaviour can be obtained with

URxvt.scrollTtyOutput:  false
URxvt.scrollWithBuffer: true

Upstream has agreed to clarify the respective portions of the manpage to
clarify any confusion users may have regarding these options.
