Debian resp. Ubuntu don't contain any gnome-keyring specific patches, so
I hardly see, why it should be a Debian specific bug.

Have you tried with a clean, new user account? Could be a problem of
your existing keyring.

Does it help, when you kill nm-applet and restart it again?
Is gnome-keyring-daemon running properly?
