Please be more specific, about what other problems you are talking
about. Otherwise we are getting nowhere.

Besides, you are blaming network-manager for something which can't be
solved properly within our current init system, imho. I'm even tempted
to reassign the bug to sysvinit.
Otherwise you'd have to also file grave bugs against e.g. wpasupplicant
(which downs the interface at S15).

I still fail to see, what I can do within network-manager to fix this
problem. As long as that is the case, I don't consider network-manager
to be at fault here.
