I can't see a way to do that with libnotify unless that's what "actions"
do. But they look as if they're for adding buttons rather than toggle
buttons, which is the usual way of presenting "Don't show this again".
Perhaps power manager uses a custom popup instead of libnotify? I might
be able to find somewhere else in the UI for the option if libnotify
can't handle it.
