No, that's not possible. Ethernet maybe, wireless no way.

There has been said a lot already, so I won't repeat everything.

I'll probably use the --no-restart-on-upgrade dh_installinit option + 
notify the user via update-notifier to reboot it's machine.

Not something I'm really fond of, but hey.
