I guess this should be pretty safe.

What do you think about adding a keyboard section, but commented out?
With comments for the various available keys (at least the important 
ones), like input.xkb.layout.
On the other hand, the file would be installed to /usr/share/hal/fdi, so
probably only few people would look at it anyways.
