It seems that this issue is now fixed in the Debian package, as well.
At least in hal-info/20080508+git20080601-1, I see:

$ grep -A 5 E220 /usr/share/hal/fdi/preprobe/10osvendor/20-broken-usb-sticks.fdi 
     <!-- Ignore the Huawei E220 USB HSDPA modem -->
     <match key="@storage.originating_device:usb.vendor_id" int="0x12d1">
       <match key="@storage.originating_device:usb.product_id" int="0x1003">
         <merge key="info.ignore" type="bool">true</merge>
       </match>
     </match>

If this is confirmed by the bug submitter and/or by the package
maintainers, I think this bug should be closed.

As an aside, it maybe would be useful to include similar entries for
Huawei E172 and E169, if they have different product ids and can be
made to work with this simple rule...
