I can confirm the hal package fails to configure (via dpkg-reconfigure) 
if /var/run/hal/hald.pid is missing. [the hal bug, imo]

I have no way of knowing if hald.pid would disappear if hal was upgraded 
during a normal update/upgrade cycle. [a s-s-d bug?]
