If you are doing a fresh install, the user created during installation
should be added to group netdev (and other groups like plugdev and
powerdev) automatically. This is done by the installer though, and not
by the network-manager package itself.
I'm pretty sure that this worked with the etch installer, if it doesn't
work anymore with the lenny installer, this is probably a bug/regression.
