KDE does not use udisks (yet) for mounting removable media, but GNOME does.
udisks-daemon is autostarted on demand by D-Bus.

Your problem is a bit special, as you have DVD packet writing enabled, which is
not the default. I guess we need to teach the udev rules and udisks-daemon about
/dev/pktcdvd/* devices, so it handles them correctly.
