Steps to reproduce:

- Log in to gnome
- Start Update Manager (supply root password to log in)
- click system->shut down->restart

	The message "System policy prevents restarting the system when
	other users are logged in
	Action: org.freedesktop.consolekit.system.restart-multiple-users"
	is displayed.

- click cancel
	
	The system nevertheless restarts. In /var/log/daemon.log
        the message "gnome-session[2969]: WARNING: Unable to restart 
        system: Not Authorized" is logged.
