[Pkg-utopia-maintainers] Bug#632711: Add hal to laptop task, because it makes battery applet working

hal is really needed by all laptops.
I use KDE and I have battary applet in bottom right of my screen. If I install hal, this applet will correct display information about my battary, if I don't install, applet will not display.

If you don't add hal to laptop task, a lot of begginers will be confused.
