Can not reproduce this behaviour, btw.
If I disable WLAN in nm-applet, the wifi device is softblocked, but
turning it on again in nm-applet correctly enables it again.

Please attach a debug log of NetworkManager [1] when your are disabling
and (re)enabling the device using nm-applet. Is this behaviour
reproducible with
nmcli nm wifi off
nmcli nm wifi off
