Executables should of course not be moved to a multi-arch path. Indeed
policykit-1 should be "Multi-Arch: foreign", as libraries only
interact with it through D-BUS. I marked it as such.

As it is loaded by the daemon, not by the libraries, they could stay
in /usr/lib/, so a "Multi-Arch: foreign" polkitd can load the backends
of its native architecture. However, polkitd doesn't find the backend
there, so they have to go into the multi-arch path. That doesn't really
hurt, so I kept your patch and just added M-A: foreign.
