I have the same problem and I believe it's caused by the battery,
upowerd runs pretty much all the time at 50% to 90% CPU.

If I remove the laptop battery the problem disappears and CPU usage goes
back to normal (0% most of the time).

If I monitor upowerd I can see that the battery state is continuously
updated:

The battery icon in gnome shell keeps appearing and disappearing every
(more or less) 15 seconds as if the battery was being plugged and
unplugged. When the battery icon is visible it reports the battery
status as charging, 97%. The battery is never reported as 100% full,
even if the laptop has been plugged to the AC power all night.

If I kill the upowerd process the battery icon stops flipping on and
off, it's visible all the time and it reports the status as charging,
97% (fixed).

This is very annoying because, since several packages depend on upowerd,
removing it is not an option and on Debian Testing and there is no other
version in the repositories. All I can do to work around this problem is
to either work without a battery or kill the upowerd process when it
starts hogging the cpu time.
