There is a Debian bug concerning the new behavior, prompting for root
password every time a user adds a wifi network:

I found it was discussed previously in this thread:

There are probably a lot of users who would like it to work the old way,
each time the user connects to some new wifi network, they should not be
prompted for the root password.

Is there already some fix for this in 0.9.6?  Debian has 0.9.4

Or is anyone else contemplating a fix?

Various ideas come to mind:

a) simply creating a connection (without overwriting or asking to view
existing credentials) should not require authentication (but maybe a
test to ensure the user is logged in at a physical console)

b) some option in NetworkManager.conf to preserve legacy behavior (new
connections are per-user by default)
