[Pkg-utopia-maintainers] Bug#732165: systemd service is disabled after the switch to dh-systemd

The switch from static symlinks to dh-systemd seems to not be handled
properly in 0.6.31-3.
After the upgrade the service is no longer started at boot under
systemd, thus marking as RC (to prevent testing migration)
