I would like "production" builds of src:dbus to always *compile* the tests,
even if they're not run during the package build, so that they can be used
for DEP-8 testing later.

For bootstrapping, a stage1 build that's missing most of the tests and
all of the documentation would be fine. I've pushed some changes to the
'experimental' branch in pkg-utopia git, with the part that actually reduces
the build-dependencies relegated to the new 'stage1' branch (since current
dpkg doesn't support it).
