Sometimes I want to run a program that uses the wireless card in a way
that NM would not handle well.  kismet is a great example.  However,
when I go into the applet and disable "Enable Wireless", NM enables
rfkill for the wireless card.

This is (a) not the previous behavior, and (b) not what I want.  When I
disable "Enable Wireless", I want NM to forget about the wireless card
completely.  If I wanted to rfkill the card, I would use the switch that
has been built into my laptop for that exact purpose.  As it stands,
there is no way to tell NM to temporarily not manage an interface.  I
understand that NM wants to manage all the interfaces, all the time, but
until it acquires the ability to put the card into monitor mode (and
everything else that kismet can do), there needs to be a way to tell it
to buzz off.

Please revert to the previous behavior.
