Have you tried gnome-control-center as well? It has an option which
let's you connect to hidden networks.

gnome-control-center → Network → Connect to Hidden Network ...

nm-applet is not used in gnome-shell, reassigning to gnome-shell
therefore. That said, might not be a bug after all. But simply you not
finding the option in gnome-control-center.
