Eventually I found that just:

    sudo aptitude remove avahi-autoipd

Along with:

    systemctl disable avahi-daemon.service
    systemctl disable avahi-daemon.socket

And possibly:

    systemctl mask avahi-daemon.service
    systemctl mask avahi-daemon.socket

That last one might be redundant, or possibly the last two. But I got
tired of exhaustively testing this. So I think this bug report should
be moved to be a gainst the avahi-autoipd package.
