That is entirely incorrect; you can not just close a bug and expect
the user to try again and do better without knowing what is wrong.  If
there is something wrong, you fix it.  If the title is wrong, you
retitle it.  If you disagree with the severity, then change it.  If it
is assigned to the wrong package, you reassign it.

That is a good thing to ask the user to check rather than assume and
