I have built and installed the dvb utilities and szap actually tunes some channels. But when I have installed vdr and started it issuing the "vdr" command, it stops waiting, without opening any window, and the system messages report that the video card does not have any MPEG decoder.

You're not on the right list. Try this one : vdr at linuxtv.org
For you exact problem : you have a so-called budget card, without any
MPEG2 decoder. You must use a plugin that will allow displaying the
MPEG2 stream and VDR menus.
One of :
* softdevice : software decoder thet outputs on DirectFB, Vidix driver
or plain X (great)
* xineliboutput : software decoder based on xinelib, that uses all Xine
features (not tested but sounds good)
* xine-plugin : a plugin that directs output to a plain Xine-ui client
(there is even a remote version, that allow to run the Xine client on
another machine)
* streamdev (client-server) : displays the stream on another VDR host

I suggest softdevice, unless you have specific needs. Mailing-list for
help is : softdevice-devel at berlios.de
