This is by intend.

The -w option is added by a Debian-Patch (see debian/patches).

Starting to use seconds here, doesn't make any sense for what nvram-wakeup
is intended to be used for. The next upstream release will contain a
-n-Option, which allows to program wakeup times less than 10 minutes
ahead. With this option you should be able to wake up in one minute (if
this is supported by your board)
